4263 - Projects Administration Manager - Richmond, CA

The Administration Manager supervises the administrative support workers, and coordinate administrative support activities. The manager heads the administrative support operations in the Project Management Office for SunPower. The manager is responsible for directing workers and seeing that their jobs are done efficiently. The Administration manager will decide what administrative support duties are needed in the department, and will decide what qualifications are necessary to perform each of the jobs in the department. This person will also help to hire administrative support staff, is in control of promotions, and devise training programs for new workers. The manager will make sure that job duties are not unnecessarily duplicated, and will redefine duties in order to achieve maximum efficiency. The manager is responsible for reporting to higher management and acting as liaisons between administrative support and senior management. They must be able to communicate clearly. In addition, managers should be decisive, observant, and innovative. The position requires analytical ability as well as tact.
This person must have construction contract experience and a good understanding of construction accounting and Lien laws.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the Supervision of 6- 10 Administrative staff that performs the following tasks or other duties may be assigned.

•Monitor new project contract execution and implementations;
•Coordinate the procurement of Bonds;
•Work With Oracle to set up Projects and track multiple Project transactions;
•Adhere to DVBE, Davis-Bacon Act, and AIA contractual requirements;
•Maintain timely invoicing procedures for each project, adhere to individual contract invoicing requirements and track customer payments;
•Track Customer Change Orders
•Research and update data retrieval requests from Finance;
•Prepare subcontracts, change orders and purchase orders;
•Secure timely receipt and approvals of subcontracts, change orders, Certificates of Insurance, certified payroll reports and lien waivers;
•Maintain subcontractor purchase orders, invoices and payment approval;
•Process invoices in Oracle;
•Track Lien Waivers and Notice of Completions;
•Maintain Master Subcontractor and Insurance Certificate data;
•Create, maintain and archive project files, both hard copy and electronic from commencement to completion of project;
•Compile PM Office and Field binders and Operation & Maintenance Manuals;
•Support the Projects Department by facilitating project logistics such as meetings, conference rooms, travel, etc. Familiar with a variety of construction concepts, practices, and administrative procedures.
•Work with Director of PMO and Project Managers to support the project needs

SUPERVISORY RESPONSIBILITIES
Oversees Projects Administrators and temporary employees.

QUALIFICATIONS

•Excellent administrative and organizational skills
•Working knowledge of construction project lifecycle and Oracle Projects Module
•Strong familiarity with prevailing wage, OSHA, and workers comp compliance requirements
•Ability to read construction contract documents

EDUCATION and/or EXPERIENCE
At least 10 years construction administration experience.
