4190 - Government Contracts Program Manager - San Jose, CA
The role of Government Contracts Program Manager is to ensure the successful execution of Government contracts (state or federal) awarded to SunPower. This encompasses overseeing execution, scheduling and reporting of all milestones/deliverables. This requires interfacing to internal development groups as well as external subcontractors. This position will be the primary interface to the Government agencies. The responsibility also includes identifying Government funding opportunities and responding to RFPs with goal of winning awards. This is a matrix management position within the Project Management Office of SunPower and relies heavily on the independence and communication ability of the individual who fills the position.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
• Oversight of Execution of awarded contracts includes the following:
o Represent SunPower as primary contact in dealings with contract agencies
o Conduct monthly teleconferences with the contracting agency and technical team monitoring the program.
o Prepare monthly/quarterly written reports on milestones and progress towards the goals of the program.
This is done by attending weekly staff meetings, stage gate reviews and any important meetings on the program’s topics. Information gathering in the form of Stage Gate Reviews and meeting minutes is essential in compiling information for the reports.
o Maintain project schedules and report status to SunPower management
o Coordinate with the respective development team members to make sure that the milestones and deliverables are completed to plan.
o Coordinate the submission of contract deliverables
o Negotiate with the contract agency in the event that the project scope, budget or duration needs to be modified.
o Provide contract support in keeping terms and conditions of the contract current with SunPower’s plans.
o Meet with and support subcontractors on awarded programs. This involves reviewing monthly progress and guiding any issues which arise.
o Report monthly on invention disclosures and any IP follow up as dictated by the contract.
• Monitor project budgets and report status to SunPower management
o Track the labor charging and review financial reporting
o Work closely with accounting to prepare invoices on a monthly basis.
o Advise SunPower personnel on allowable costs for each contract
o Advise SunPower personnel and management on appropriate use of contract funds for project activities
• Participate in conferences and meetings with industry to support collaborative industry activities.
• Lead efforts to secure future funding
o Monitor funding sources to locate sources for future funding
o Identify Government funding opportunities which align with SunPower business objectives.
o Lead /facilitate effort to respond to identified opportunities with goal of winning awards to fund future R&D activity
Education and Experience
• Bachelor’s/Master’s Degree in science or engineering
• 5 years related experience in technical field, preferably in the PV field.
• Knowledge of the PV process and industry is extremely helpful as this is a matrix management position and relies heavily on the independence of the individual and their ability to assess program needs and company direction.
• Demonstrated interpersonal skills
Qualifications
• Fluent verbal and writing language skills in English
• Strong communication skills
o Ability to communicate up, down, and sideways
o Ability to communicate formally and informally
• Strong interpersonal and leadership skills
• Self motivated and self driving
• Strong Team player
• Ability to form framework for problem solving
• Ability to see the big picture while paying attention to details
